Banning of IP

Is it possible for online companies to ban certain IP ranges to prevent people from purchasing from their site? Companies like train companies, online tickets box office, etc.

jolt did this very thing to prevent all of lithuania, romania, latvia, and brazil from buying credits via credit card ( due to fraud levels )
the way you can tell is if it doesnt work for one range, but when you try with another ( vpn,proxy etc ) it works
